Why does the blue LED deliver fewer lumens than the green or red?

The human eye is most sensitive to green (~555nm) and less sensitive to blue (~465nm). Blue LEDs therefore appear subjectively darker even though the radiant power is similar. 15lm at 465nm corresponds to a physically high radiant efficiency.

What is this LED used for?

As the blue channel in RGB or RGBCCT systems, for blue accent lighting, colour effects on film sets, or as an individual channel in GKORE modules with custom population (e.g. BAR2x3 Individual).
